Emergency! Emergency! The acid pipe in train 3 is leaking!

This conversation happened on the morning of March 7, 2019 in the HPAL Plant office in Basamuk Refinery. The superintendent Mr. Luo Youhui received the incident report from interphone, then he initiated the emergency plan, and rushed to the muster point while calling Coordination.
This is the first plant-organized emergency drill in HPAL this year, which mainly focus on the incident management procedure while the acid pipe leaking in HPAL Train 3 area, and aimed at improving the quick response and emergency command ability of the employees.
First of all, the team leader arranged the team members on duty evacuated to the muster point near the training center. At 8:32, all members mustered in the muster point, Mr. Luo called the roll, confirmed everyone came and instructed to initiate the incident handle procedure, then the safety representative Mr. Bi Guobin and equipment supervisor Mr. Diao Hesong led employees to dispose the incident.
All staff put on the protection equipment, move the fire hose, barricade tape and sand bags to the pick-up and drove to the incident site to prepare for incident handling. When they arrived, they divided into two teams, one block the drainage with sand bags to stop the acid from entering the drainage system, the other barricade the road to stop unnecessary vehicle or people.
8:45, Mr. Luo checked every part carefully according to the incident handle procedure, confirmed that all actions were in place and announce that the drill was finished.
The emergency drill verified the emergency response ability and the skills to handle incident of HPAL employees.
The deputy general manager of Refinery Mr. Jia Luping said, it is significative to organize emergency drills in HPAL as it’s a core area of refinery, there are plenty of major hazard sources in it, it’s imperative to improve the safety awareness and emergency response ability through emergency drills. Other plants should follow them proactively to organize specific emergency drill according to the reality, so we will be able to be prepared once incident happens and furthermore, take precautions to prevent incidents.
